Petey is still a puppy! He was surrendered because his owner said he was "too active". Cm'on, he's a pup and a terrier too - people forget that "Terrier" is part of the name of Petey's breed. The very word Terrier implies activity. So basically, he will be euthanized for acting like a normal puppy.
